Toutunhe awarded as national talent cultivation base

The Urumqi Economic and Technological Development Zone (Toutunhe district) was awarded as a national demonstration base for cultivation of innovation talents by the Ministry of Science and Technology of China, local media reported on Aug 29.

According to the Toutunhe district’s science and technology bureau, there are only two national talent cultivation base in the Xinjiang Uygur autonomous region, including the Urumqi Economic and Technological Development Zone.

Luo Jianguang, head of the Toutunhe district's science and technology bureau, said that Toutunhe presently has eight studios for skilled masters, one entrepreneurship park for returned overseas students, seven employment and entrepreneurship bases for undergraduates and 31 skills training bases.

The zone's 122 companies have cultivated 8,189 professional technicians, including Xinjiang Machinery Research Institute Co Ltd, a high-tech agricultural machinery company that has employed 120 R&D staff members in the zone.

Zhao Yuxian, project manager at Xinjiang Machinery Research Institute, shared that the company takes one to three percent out of its annual sales revenue to award R&D staff members. The salary of R&D staff members is also 20 to 30 percent higher than regular staff.

Zhao added that the Toutunhe government has supported the company with more than 3 million yuan ($450,000) to cultivate new talent over the past three years.
