Urumqi, capital city of the Xinjiang Uygur autonomous region, will operate 10 parking buildings in 2018, creating at least 1,500 parking spaces to ease the serious parking problem in the downtown area.

As social economy advances rapidly in Urumqi, the number of vehicles shoots up, causing increasingly prominent parking difficulties.

Zhou Jianping, head of the Urumqi Administrative Law Enforcement Bureau, said that the parking structures, funded, constructed and operated by private enterprises, will open to the public with subsidies from Urumqi's finance bureau.

"The locations were picked in consideration of district layouts, traffic flows and social forces," Zhou said.

Currently, all districts and counties across the city have summed up information about suggested locations through voluntary enterprises or individuals.

"When these 10 parking buildings open, the parking problem will be greatly alleviated," according to Zhou.

The construction of the parking structures is a creative civic exploration in construction, operation, and management of parking structures in response to social forces.
