Toutunhe district, in the city of Urumqi, in Xinjiang Uygur autonomous region helped more than 19,600 people find jobs in 2014, which means it accomplished 160 percent of its employment goal.

To deal with the unemployment problem, the districts government, along with social security and human resource bureaus came up with policies to help, and began working with companies, colleges and universities. For example, social security and human resource bureaus signed cooperation agreements with 23 colleges and universities to provide training and internships to help the graduates. Yi Yuan, who at present is a technician at the Shaanxi Automobile Group Co.' subsidiary in Xinjiang, its HQ in Xian city, in Shaanxi province, used to get free vehicle maintenance and repair training which "made it possible for him to be hired by the company," said Yi. By now, more than 14,000 people have received vocational training.

And according to the head of the Toutunhe’s management committee Chen Gong, in 2015, the Toutunhe district is looking to pay more attention to the publicity of the favorable policies and make good relationships with companies and university in order to manage to get the employment rate higher. "Toutunhe district will center on improving the quality of the training and look for various ways to develop the employment condition," said Chen.
