Bi Haibo: Welcome to the press conference on Xinjiang-related issues. This is the eleventh press conference on Xinjiang-related issues held in Beijing. First of all, I would like to invite Xu Guixiang, the spokesman of the People's Government of the Xinjiang Uygur Autonomous Region to brief us on the relevant situation.
Xu Guixiang: Friends from the media, good morning. Welcome to the Xinjiang Uygur Autonomous Region Press Conference on Xinjiang-related Issues.
First, I would like to introduce representatives from Xinjiang presented in the conference today, they are: Elijan Anayat, the spokesman of the People's Government of the Xinjiang Uygur Autonomous Region, Marhaba Aolan, the professor at the Xinjiang University, Alimujan Amat, the vice chairman of the Bar Association of Xinjiang Uygur Autonomous Region, Anwar Abdureyim, the Vice President of Xinjiang Hotan People's Hospital. We also invite several relevant persons who rejected the so-called "witnesses" of the "Uygur Tribunal". They are: Yan Feifei, the captain of the Economic Investigation Brigade of Zhaosu County Public Security Bureau,Yili Kazak Autonomou Prefecture, Xinjiang,TianShilin, the manager of Compliance Department of Rural Commercial Bank of Zhaosu County, Yili Kazak Autonomous Prefecture, Xinjiang, Pazil Ziyaoden, the younger brother of Thursunai Ziyaoden, Marhaba Abdughopur, the younger sister of Shamsinur Upur, Abduhelil Dawut, the fifth brother of Hameki Dawut, Wang Juan, the doctor of the Maternal and Child Health Hospital in Urumqi, Akbar Tursun, the younger brother of Miriguri Tursun, Jaynash Musa, the attending physician of pediatric surgery department, Children's Hospital in Urumqi, Xinjiang, Habiba Yimit, wife of Maimutti Taiwakuli, Maynur Juma, the former teacher of the vocational education and training center in Kashgar and Sajida Musa, the graduate of the vocational education and training center in Kashgar. And we will ask them to introduce the relevant situation. Now, I would like to make a few comments on the so-called "Uygur Tribunal".
The so-called “Uygur Tribunal” set up by “East Turkistan” terrorist organizations such as western and American anti-China forces and “World Uygur Congress” which despite strong opposition from people of all ethnic groups in Xinjiang and the international community of serious doubts, which “hold a court” on June 4 and invited a number of anti-China elements and so called “experts and scholars” to “testify” in court, in an attempt to prove “genocide in Xinjiang” , which did not exist at all. An illegitimate court “hold a court” against a ridiculous lie, it was a shameless show that made a mockery of the law.
On May 25, we held the press conference of Xinjiang-related issues in Beijing. It revealed the "Uygur Tribunal" illegality from the perspective of legal theory, revealed 14 so-called "witnesses" and their illegal misdeeds with plenty of evidence. It solemnly pointed out that the Western anti-China forces collaborating outside the "East Turkistan" forces, made the absurdity of so-called "court", which is not legal or credible. It is just another anti-China farce concocted by a few people. Their fundamental purpose is to slander and attack the vocational education and training work in Xinjiang, and to label Xinjiang as "genocide".
At the so-called "hearing", more than 20 so-called "witnesses" gave their "testimonies", which went beyond common sense and conventional imagination. Their ability to cheat, lie and cheat is at the pinnacle of perfection. Today, we are holding another Xinjiang-related press conference on this topic to further debunk the evil intention of this pseudo court, further expose the poor performance of these so-called "witnesses", and let the international community have a better understanding of their illegality, hypocrisy and absurdity.
Xu Guixiang: What do we think of the so-called "Uygur Tribunal"? I would like to invite Ms. Marhaba Aolan, the professor from Xinjiang University to share her views.
Photo taken on June 18, 2021 shows Marhaba Aolan speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
MarhabaAolan: Early June this year, a so-called "Uygur Tribunal” in London held a" hearing ", "witness" in “court” said they suffered during the Xinjiang imprisoned torture, abuse, sexual abuse and family enforced disappearances etc.The "court" is even considered a so-called "genocide" problem in Xinjiang. As a college teacher of Uygur nationality in Xinjiag, I strongly condemn and firmly oppose the outrageous behavior.
In June 2020，the WUC offered 115,000 pounds to Geoffrey Ness to set up a so-called"independent""court"to investigate what it called " continuous atrocity and possible genocide"against ethnic minorities such as the Uygur People. The court launched a masquerading crowd funding campaign, raising over £7,000 in three months. In September 2020, British lawyer Geoffrey Nice set up a so-called "Uygur Tribunal"in London, with him serving as chief lawyer and chairman,to investigate alleged"genocide"in Xinjiang. In fact,Geoffrey Ness is a notorious international human rights abuser with close ties to the overseas anti-China forces. The Australian Alert Service,a publication of the Australian Citizen Party, said in a March 2019 post on its website that Geoffrey Ness was a senior British spy who was good at making false allegations against geopolitical targets for the interest of the U.K.and the U.S.A..
According to a number of media investigations, the so-called "Uygur Tribunal" is not a regular judicial institution at all, but a private company registered in the U.K. named "Uygur Tribunal". Even from the point of view of the civil society, the "Uygur Tribunal" does not have the charter and trusteeship board of a legitimate organization. Even the domain name suffix on its website belongs to a commercial organization, which shows that it is just a puppet controlled by the money behind the scenes. There is no doubt that the so-called "Uygur Tribunal" is by no means an organization recognized by British law,let alone a court in the real sense. It is nothing but a public misappropriation of the name of the "court" to make rumors and slanders. At the same time, according to relevant international law and criminal judicial practices, the "Uygur Tribunal" is a pseudo court without any basis and validity under international law, and therefore any so-called "judgment" of the "Uygur Tribunal"is nothing but a piece of waste paper.
According to the website of the so-called "Uygur Tribunal", the biggest financier behind it is the notorious “World Uygur Congress”. In recent years, the WUC has been collaborating with the “East Turkestan” terrorist organization ETIM and other terrorist groups, plotting violent, terrorist and separatist activities. After further investigation, it was found that the “World Uygur Congress” was backed by the National Endowment for Democracy of the United States. According to the official website of the US National Endowment for Democracy, since 2016, the US National Endowment for Democracy has continued to increase its funding to the “World Uygur Congress” and other "East Turkistan" organizations. Over the years, the US National Endowment for Democracy has provided about 1.3 million dollars to the “World Uygur Congress”, and it is the hidden major donor behind these separatist forces in Xinjiang. The "hearing" conducted by such a so-called "court" is full of stench of copper, and it is impossible to make any rational judgment. It is a farce to smear China.
Xu Guixiang: What do we think of these "witnesses"? I would like to invite Elijan Anayat, the spokesman of the People's Government of the Xinjiang Uygur Autonomous Region to share his views.
Elijan Anayat: The so-called "Uygur Tribunal" gives the presumption of guilt and then falsifies evidence. The so-called witnesses they have sought are nothing more than a few "actors". We have disclosed the so-called “actors”. Today, we have invited some of the “witnesses” relatives, colleagues and police officers to brief you on the relevant situation and share their thoughts.
Next, I would like to invite Yan Feifei, the captain of the Economic Investigation Brigade of Zhaosu County Public Security Bureau, Yili Kazak Autonomous Prefecture, Xinjiang, who is in charge of the case of Shailaguri Shawutibayi to introduce the relevant situation.
Photo taken on June 18, 2021 shows Yan Feifei speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Yan Feifei: My name is Yan Feifei, the captain of the Economic Investigation Brigade of Zhaosu County Public Security Bureau, Yili Kazak Autonomous Prefecture. I'm the police officer in charge of the case of Shailaguri Shawutibayi. Shailaguri Shawutibayi said she taught at the vocational education and training center before recanting that she had been held in a “concentration camp”. In fact, Shailaguri Shawutibayi has never taught or studied in the education and training center. On April 5, 2018, she left the country illegally and was also suspected of illegally crossing the country's borders and loan fraud.
Elijan Anayat: Next, I would like to invite Mr. Tian Shilin, the manager of Compliance Department of Rural Commercial Bank of Zhaosu County, Yili Kazak Autonomous Prefecture, Xinjiang, to introduce the case of loan fraud by Shailaguri Shawutibayi.
Photo taken on June 18, 2021 shows Tian Shilin speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Tian Shilin: On June 23, 2015, Shailaguri Shawutibayi loaned from Chahan Wusu Township credit cooperation of Zhaosu county rural credit cooperative association for purchasing a house. She cheated Kulaisha Mursari, the teacher of the primary school in Chanhan Wusu Township into guaranteeing a loan of 80,000 yuan, with the reimbursement deadline for 10 years, when she signed the guarantee contract, she changed the amount to 200,000 yuan, the loan contract in the common column guarantor Sesanbek Davoleti (Kulaisha Mursari's husband), whose signature was forged , co-debtor Wuwali Slamu (Shailaguri Shawutibayi's husband), whose signature was forged too. And the certificate of ownership required for the loan was also forged. On November 30, 2016, she loaned 270,000 yuan from Chahanwusu countryside credit cooperation of Zhaosu county rural credit cooperative association for purchasing a house, she cheated Batmonk Baisha, the school teacher in Chanhanwusu Township into guaranteeing the loan and the reimbursement deadline for 10 years, based on loans in the process of Shailaguri Shawutibayi who just mentioned, according to offer credit purchases contract was forged. The above two loans amounted to RMB 470,000 yuan, which were transferred to the account of her husband, Wuwali Slamu, in equal batches overseas. Up to now, there are still 398,000 outstanding loans. Shailaguri Shawutibayi fled abroad on April 5, 2018 and objectively proved that she had no intention of repayment. So she was reasonably suspected of loan fraud.
Elijan Anayat: Now, I would like to invite Pazil Ziyaoden, the younger brother of Thursunai Ziyaoden, to brief us on Thursunai Ziyaoden.
Photo taken on June 18, 2021 shows Pazil Ziyaoden speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Pazil Ziyaoden: My name is Pazil Ziyaoden, I'm Thursunai Ziyaoden's younger brother.
My sister said she was forced to undergo sterilization, which is completely untrue. My sister got married in 2002, divorced in 2005. She married again in 2008, and she stayed abroad for 5 years since 2011. She came back in 2016 and she went abroad again in 2018, and she has not come back now. She has not given birth to any child because she has no fertility. She has not been forced to undergo sterilization in all these years.
Elijan Anayat: Next, I would like to invite Marhaba Abdughopur, the younger sister of Shamsinur Upur, to brief us on Shamsinur Upur.
Photo taken on June 18, 2021 shows Marhaba Abdughopur speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Marhaba Abdughopur: My name is Marhaba Abdughopur, I am a gynecologist at the Health Center in Rasqui Town, Hotan City. My sister, Shamsinur Upur, said that women who have three or more children in Xinjiang have to remove their wombs. I was very angry to hear such a ridiculous statement. As a medical worker, I have never seen or heard of anything like this. My parents gave birth to eight children of my brothers and sisters, and I gave birth to three. They are all very happy. The stories she made up couldn't have happened in Xinjiang.
Elijan Ananyat: Next, I would like to invite Abduhelil Dawut, the fifth brother of Hameki Dawut, to brief us on Hameki Dawut.
Photo taken on June 18, 2021 shows Abuduhelil Dawut speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Abduhelil Dawut: I'm the fifth brother of Hameki Dawut. We spent a lot of time together when she was in Xinjiang, and I can attest that she has never been to the vocational education and training center. I was particularly angry when I heard that she said my father died after being interrogated many times by the police. In fact, my father has never been detained or "investigated" and had lived with me all his life. My father died of coronary heart disease.
Elijan Anayat: Next, I would like to invite Wang Juan, the doctor of the Maternal and Child Health Hospital in Urumqi, to brief us on Hameki Dawut.
Photo taken on June 18, 2021 shows Wang Juan speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Wang Juan: My name is Wang Juan, the doctor of the Maternal and Child Health Hospital in Urumqi. I used to be the chief physician of Hameki Dawut. Hameki said she was "forcibly sterilized" and had her womb “removed" when she was abroad. In fact, when she gave birth to her third child in our hospital, she signed the Voluntary Childbirth Consent, stating that she required a cesarean section and a ligation. Subsequently, according to her requirements, we did a cesarean section and ligation operation for her. There is no such thing as the removal of the womb. This is her signed consent form (on display). She can go to any hospital for a B-scan to see if her womb has been removed.
Elijan Anayat: Next, I would like to invite Akbal Turson, the younger brother of Miriguri Tursun, to brief us on Miriguri Tursun.
Photo taken on June 18, 2021 shows Akbar Tursun speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Akbar Tursun: My name is Akbar Tursun, the younger brother of Miriguri Tursun. My sister said she was mistreated at the vocational education and training center. In fact, she had never been to the vocational education and training center. My family have never been to the vocational education and training center and have been living a good life. She also said that after returning from the vocational education and training center, her son died in hospital. This is even more nonsense. As far as I know, my nephew has been to the hospital three times in 2016, from January 14 to 19, from May 6 to 12, and from November 4 to 8. Miriguri Tursun and my mother sent the child to Urumqi Children's Hospital for hospital treatment. After recovering from the illness, Miriguri Tursun and her husband went abroad with their children. Most hateful of all, she also said that I was tortured to death in the vocational education and training center. I was very angry when I heard the lie. There is no such sister in the world, in order to get money and green card in the United States, she even used her brother's death to spread rumors!
Elijan Anayat: Next, I would like to invite Jaynash Musa, the attending physician of pediatric surgery department, Children's Hospital in Urumqi, Xinjiang, to introduce the situation of Miriguri Tursun's child to the hospital for treatment.
Photo taken on June 18, 2021 shows Jaynash Musa speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Jaynash Musa: Miriguri has been here three times with her child.
The first time was from January 14 to 19, 2016, her child was treated in the cardio-renal department of our hospital. At that time, they were admitted to our hospital because of lower right pneumonia, external hydrocephalus, backward motor development, and congenital patent foramen ovale. After admission, anti-infective treatment was given to the child. After five days of treatment, the pneumonia improved and the parents asked the child to be discharged, so she signed her way out.
The second time was from May 6th to 12th, 2016, and her child was treated in the department of hematology and oncology of our hospital. At that time because of the child coughed more than ten days and his diagnosis of bronchial pneumonia was admitted to hospital. After six days of treatment, the child's condition was significantly improved. The child's breathing was stable and his mental response was good.
Under the request of the he parents, they were permitted to leave the hospital.
The third time was in the pediatric surgery department of our hospital from November 4 to 8, 2016. At that time, the child was admitted to the hospital because of the incarcerated indirect inguinal hernia. After admission, he immediately underwent the manual reduction of incarcerated hernia, and waited for the elective operation after successful manual reduction. The third day in hospital, the parents did not agree with the operation, asked to be discharged, and then signed for discharge.
Elijan Anayat: Next, I would like to invite Habiba Yimit, the wife of Maimutti Taiwakuli, to brief us on Maimutti Taiwakuli.
Photo taken on June 18, 2021 shows Habiba Yimit speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Habiba Yimit: My name is Habiba Yimit, the wife of Maimutti Taiwakuli. We have three children.
I have heard that Maimutti Taiwakuli said overseas he had been tortured and tortured in prison. Before leaving the country, I lived with him every day. He had never served time in prison.
My eldest daughter once suffered from leukemia. In August 2012, I took her to Urumqi for treatment. At that time, I opened a shop in Urumqi while treating my daughter. But Maimutti Taiwakuli had no love for his daughter, much less for his family. One day, he suddenly disappeared. I later knew that he had gone abroad to join a terrorist organization.
After Maimutti Taiwakuli went abroad, my three children and I met a lot of difficulties in life. It was the government that helped us. I was entitled with a lot of good policies and now my life is getting better and better. Maimutti Taiwakuli, you callously abandoned your aged parents, our three children and me, what an inhuman brute!
Elijan Anayat: Dolikun Aisha also testified in the "pseudo court". He falsely claimed that "his family was imprisoned" and “his mother had died in a re-education camp”. In fact, he was the head of the “World Uygur Congress” of the "East Turkistan" organization. He left China in May 1994 and never returned. His mother died of illness. He was not a victim of a so-called "re-education camp" at all, but a terrorist designated by the Chinese government.
Elijan Anayat: As far as I know, there are some overseas Chinese relatives or friends who were sentenced to punishment in accordance with the law because of homicide, rape, drug trafficking and other criminal acts in Xinjiang. But under the delusion of the “World Uygur Congress” and other “Three Forces”, they said they were held in the "camp" and be “persecuted”, this is completely nonsense. The most surprising thing is that some countries and international organizations in the U.S.A. and the West have taken these fictionalized "stories" as evidence to make statements or take sanctions on the Xinjiang-related issues. This is ridiculous! Will they allow murderers, rapists, drug dealers, robbers, etc., to go unpunished? The so-called "UygurTribunal" invited these liars to "testify", which is really ridiculous.
Xu Guixiang: In the "testimony" of these so-called "fact witnesses", they said the vocational education and training center is a "strict prison guard” and a “concentration camp", "each cell for 40 to 50 people, the concentration camp inmates were shaved off the hair", "those prisoners were put in a chain", "they had to sit on the torture-rack", "they were beaten by rubber rod and electric rod", “they were forced to take unknown drugs”, "there still had a lot of people died from water dungeon", "when they were released from the concentration camp, they were all tortured to the point where their hand and feet were mutilated or even need to be amputated”, "The families were not allowed to meet or talk to each other." They even claimed that the women in detention were "subjected to various forms of humiliation, rape and even gang rape by the Chinese police" and "one woman was raped in front of more than 100 people". So, what's really going on in the vocational education and training center? Now, let me talk about my views.
The Xinjiang Vocational Education and Training Center is an vocational education and training institution established in accordance with the law in the face of frequent violence and terrorism in the past. Its fundamental purpose is to eliminate terrorism and religious extremism at its source. It is a useful attempt and active exploration to prevent terrorism and de-radicalization. The vocational education and training center strictly implements the basic principles of respecting and protecting human rights in China's Constitution and laws, it fully protects the personal dignity of the students from infringement, and it strictly prohibits any personal insult or abuse of the students. The students' personal freedom and freedom of correspondence are fully guaranteed, and the boarding system is implemented. The students can go home and ask for leave. The students' right to use their own spoken and written languages is fully guaranteed, and the customs and habits of the students of all ethnic groups are respected. A wide variety of nutritious halal food is provided for free. Students' freedom of religious belief is fully respected and protected, and they can independently decide whether to participate in lawful religious activities when they return home. In October 2019, all the students who participated in the "Three Study and One Go" program have completed their studies. With the help of the government, most of them have achieved stable employment, improved their quality of life and led a normal life. In August 2019, the State Council Information Office of the People's Republic of China issued a white paper entitled Vocational Education and Training in Xinjiang, which systematically elaborated the practical background, legal basis, content of education and training, management measures, human rights protection and notable results of the vocational education and training work in Xinjiang. On August 24, 2020, the Chinese International Channel of China Media Group brocasted a TV program titled Lies and Truth -- A Documentary Record of Education and Training in Xinjiang, which vividly showed the learning and living conditions of the vocational education and training center and its students with real studying and living situation.
Xu Guixiang: Next, I would like to invite Maynur Gumann, the former teacher of the vocational education and training school in Kashgar, to brief us on the relevant information.
Photo taken on June 18, 2021 shows Maynur Juma speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Maynur Juma: My name is Maynur Juma. I am a former teacher at the vocational education and training center in Kashgar. As a teacher, I knew that my students have been poisoned by religious extremism and have done many wrong things. In order to educate and save them and help them regain their lives, we educated and guided them as if they were our own children. I remember there was a female student, she said nothing in the class. In her consciousness, those lively, lovely and cheerful people were pagans. They were not the same kind of people, and she would go to hell if she was with them. So she was very withdrawn and kept to herself and never communicated with others. After that, I often had heart-to-heart talks with her about our home affairs and future plans. Slowly, she began to change, became a person who have hope for life and have desire for the people around her, there was a smile on her face. After graduation, she returned to the village and became the chairwoman of the Women's Federation. She publicized the Party's policies for the benefit of the people to the masses, helped the women solve the conflicts between mother-in-law and daughter-in-law, and made a lot of friends.
In the vocational education and training center, we used our own practical actions to influence these infected people, We talked with them frankly, we talked with them with our hearts, and we tried our best to understand their problems. Slowly, we became friends with the students. In my class, I was not only their "teacher", but also an "agony aunt". In class, I would guide and teach students according to their strengths. Those who were good at the standard spoken and written Chinese language would serve as commissary in charge of study in the class. Those who were good at singing and dancing would build a platform for them to perform in cultural activities. Through such encouragement and affirmation over and over again, they became cheerful and confident. In the vocational education and training center, the students and I formed a deep bond. We have kept in touch ever they graduated.
Some people outside China said that "male students were abused and female students were sexually assaulted in the vocational education and training center". I felt both heartbroken and angry after hearing this, because these rumors are extremely insulting and hurtful to the teachers and students of the vocational education and training center. The vocational education and training centers are schools, and the staff are teachers. While we protect the rights of students in all aspects, we also fully protect their freedom. Both female and male students are protected in every way. There is no such thing as abuse or sexual assault as they said. Those overseas rumour-mongers with ulterior motives who have not visited the vocational education and training center and cannot explain the real conditions of the vocational education and training center, all they do is to spread rumors and slander. Their behaviors are very shameful and even more hateful.
Xu Guixiang: Next, I would like to invite Sajida Musa, the graduate of the vocational education and training center in Kashgar, to brief us on the relevant information.
Photo taken on June 18, 2021 shows Sajida Musa speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Sagida Musa: My name is Sajida Musa, and I’m a graduate student of the vocational education and training center in Kashgar. In the past, I was influenced by the extreme thoughts. In my old view, as long as it is related to "heretics", we Muslims can't touch anything. If we get in touch with "heretics", we will go to hell and suffer and we can't go to heaven to enjoy happiness. Slowly, I found that my friends did nothing right and did not conform to the behaviors of Muslims. My emotions and behaviors became more and more aggressive day by day. I criticized and abused my friends who had contact with "heretics" everywhere. My friends began to stay away from me and they didn’t wish to get along with me. When my parents saw me like this, they were very distressed, and then they took me to the vocational education and training center of vocational skills for learning and cultivating.
The vocational education and training center was a very good school. It provided foods to eat and rooms to live. All the daily necessities were free of charge. During the cultivation in the vocational education and training center, I didn't suffer any discrimination. My teachers and classmates were very concerned about my study and life. They often assisted me. We had six classes every day from Monday to Friday. We mainly studied the standard spoken and written Chinese language, legal knowledge, vocational skills and de-radicalization. We could get in touch with our family and friends every day and we had normal rests on Saturdays, Sundays and national holidays. Our school's after-school life was also very fulfilling. There were libraries, entertainment rooms and interest classes in our school. We often held various competitions and activities such as art performance. The school also had a clinic. When we had headache, cold or body discomfort, doctors would give us diagnosis and treatment at any time. The school respected our customs to a great extent. The canteen provided us with all kinds of halal food free of charge every day. The school teachers care for us like relatives. I remembered there was a time when I was sick, the teachers were doing everything they could to take good care of me. When it was my birthday, they also prepared cakes and gifts for me and gave me good wishes.
After graduation, I used the skills I learned in the vocational education and training center to apply for a job in a company with a monthly salary of more than 4,000 yuan. Now, I'm about to be a bride as well as start a sweeter life. I think that if I didn't study in the vocational education and training center, maybe I would go on the path of crime, and I would never be able to live my present life.
As for those who testified in the "Uygur Tribunal" and said that "the trainees were tortured, were removed organs, and were raped" and so on, they were totally telling lies against their conscience. My classmates and I were very free and happy in the vocational education and training center. We were never abused. We are now all very healthy and our families are the same as well. As a graduate of the vocational education and training center, I have the utmost right to speak about this issue. What they make up is all lies. Please don't believe it. Thank you.
Xu Guixiang: Now, please watch the video collection that reflects the personal experiences of some of the graduate students of the education and training center.
Now, please watch this video that reflects the scene when the family members of the students paid a visit to them in the vocational education and training center.
Xu Guixiang: The so-called "testifiers of truth" said in their "testimony" that they were "detained without judicial procedure, and they were forced to take false accusations and carry out false trials in the re-education camp". Now, I would like to invite Mr. Alimujan Amat to share his views.
Photo taken on June 18, 2021 shows Alimujan Amat speaks at the 11th Press conference on Xinjiang-related Issues in Beijing. Photo by Xinjiang Daily/ Cai Zengle
Alimujan Amat: The vocational education and training center’s essence is a school. It is not a "re-education camp" at all. The so-called statement that millions of Uygur people in Xinjiang "were detained without judicial procedure, were forced to be charged with false accusations and put on false trials in the "re-education camp" is totally a subjective and deliberately fabricated lie without any factual basis.
Adhering to the principle of taking facts as the basis and law as the criterion is our basic principle in cracking down on illegal and criminal acts. For both illegal and criminal acts, Chinese laws clearly stipulate different judicial subjects and procedures for law enforcement. Specifically, in the cases of terrorism and extremism, before the relevant judicial organs make decisions to deal with the relevant criminals according to law, they will strictly review the facts of their crimes and deal with them according to the problems. Among them, the major participants, key members and those who have committed serious crimes in organizing, planning and carrying out violent terrorist and extremist criminal activities, as well as those who have been subject to administrative or criminal punishment or have been exempted from criminal punishment for carrying out violent terrorist or extremist criminal activities, shall be prosecuted by the pro-curatorial organs, The judicial organs shall be convicted and punished according to law; Those who are abetted, coerced or lured to take part in terrorist or extremist activities, or who take part in terrorist or extremist activities if the circumstances are not serious enough to constitute a crime, shall be dealt with by the public security organs in accordance with the law and assisted by the vocational education and training center; For those who are abetted, coerced or lured to participate in terrorist or extremist activities, or who are in real danger, have not caused actual harmful consequences, have no deep subjective malignancy, can plead guilty and repent, can be exempted from punishment according to law, and voluntarily receive training, the public security organs shall investigate according to law and the pro-curatorial organs shall decide not to prosecute after examination, The vocational education and training center is responsible for helping and teaching. These different treatment methods and procedures fully reflect the principle of treating both the symptoms and the root causes and implementing comprehensive policies, as well as the criminal policy of temper justice with mercy and the orientation of educational rescue.
Xu Guixiang: The so-called “testifiers of truth” said in their “testimony” that the imprisoned women were forced to be sterilized and take the unknown medicine. Now, I would like to invite Mr. Elijan Anayat to share his views.
Elijan Anayat: This is sheer nonsense. The vocational education and training center strictly implements the provisions of the Constitution and laws of our country, which ensures that the basic rights of the trainees participating in the training are not infringed. Therefore, it is impossible for compulsory sterilization to exist. In fact, after graduation, many female students in vocational education and training centers have started a family and a career, and they have given birth to their sons and daughters. They’re just living a good life.
Now, please watch this video collection which reflects the personal experiences and the views of some female graduates of the vocational education and training center.
Xu Guixiang: The so-called “testifier of truth” Kalibinur Sdic said in her “testimony” that she “took sterilization after a four-hour wait in the community clinic of Changleyuan in Tianshan District” and “if she refused to go, she would be put on a tiger bench to be tortured”. And the so-called “testifier of truth” Shamsinur Wupur said in her “testimony" that in Hotan “70% of the Uygur women have their wombs be removed” and “there’s only a few women who have their wombs left”. She also said that her 14-year-old brother was sentenced to permanent imprisonment. Now, I would like to invite Anwar Abdureyim, who is the vice president of Xinjiang Hotan Hospital, to introduce the associated situation, and I would also invite Mr. Elijan Anayat to share his views.

Anwar Abdureyim: What Kalibinur Sdic said as “ Uygur women in Xinjiang were forced to accept birth control and sterilization” is totally nonsense and absurd.
Shamsinur Wupur said that “every doctor has to remove about 2,000 wombs every year, which is the policy of our government”. In fact, our country has clear regulations for the operation of womb-removing. It has to be done by self-willingness and the following five commonly-seen operation indications: ① Hysteromyoma is larger than 5cm; ② Endometrial carcinoma; ③ Postpartum hemorrhage is more than 2500ml; ④ Cervical precancerous lesions; ⑤ Ovarian cancer. Anyone with common medical knowledge will know that it will at least take 2.5 hours to finish an operation of womb-removing. According to what she said as every doctor removing 2,000 wombs every year, it will at least take 5,000 hours to finish all the operations. Then according to a doctor working 8 hours a day, it will take 625 days to complete these operations. Seeing this, Shamsinur Wupur is just making irresponsible remarks and spreading ridiculous rumors.
She also said the “70% of the Uygur women in Hotan have their wombs removed”. Now, let's take the year 2010 when Shamsinur Wupur left China as an example. In that year, there were 986,086 women in Hotan, including 727,474 women aged 14 and above. According to what she said, if "70% of women have their wombs removed", then 509,231 women have to accept the operation. Based on "one operation takes at least 2.5 hours", it will take 1,273,077 hours (namely 53,044 days, 145.3 years) for 509,231 women to finish all of their operations! If these operations take one year to complete and all hospitals in Hotan operate 24 hours a day, 1,395 operations need to be completed every day, this is absolutely impossible. What a ridiculous lie Shamsinur Wupur has made!
Elijan Anayat: In fact, The reproductive technology service in Xinjiang has always been based on the principle of combining national guidance with individual willingness. People of all ethnic groups, including the Uygur people, have the right to choose contraceptive methods. In Xinjiang, it is forbidden to carry out illegal activities such as late-stage abortion in big months, forced birth control and forced pregnancy check-up. Whether or not people of all ethnic groups take contraceptive measures and what kind of contraceptive methods they take are all decided by individuals independently and voluntarily. None of organization or individual shall interfere. There is no such problem as "forced sterilization".
Xu Guixiang: The so-called “testifier of truth” said in her “testimony” that “the pairing relative, who is a Han cadre, showed disrespect and act indecently to her in her house”, and he even insulted her in the face of her husband. Now, I would like to invite Mr. Elijan Anayat to share his views.
Elijan Anayat: National unity is the lifeline of people of all ethnic groups in Xinjiang. In order to strengthen national unity and promote exchanges and integration among all ethnic groups, since 2016, Xinjiang has extensively carried out "National Unity and One Family Campaign" and friendship-promoting activities among cadres and ordinary people of all ethnic groups. More than 1.1 million cadres and workers of all ethnic groups have paired up, made friends, and recognized one another as relatives with more than 1.6 million people of all ethnic groups. Among them, there are Han cadres doing this with people of ethnic minorities including the Uygur, There are also ethnic minority cadres including Uygur cadres doing this with the Han people. Cadres and ordinary people of all ethnic groups interact with each other, respect each other and help each other. The majority of cadres and workers give full play to their own advantages, actively guide the grassroots to change their ideas and expand the way to get rich, help them solve the practical difficulties in production and life such as medical treatment, employment and schooling, and do a lot of good and practical things that win the hearts and minds of the people. According to statistics, the cadres and workers who participated in the "National Unity, One Family Campaign" and the friendship-promoting activities have donated 940 million yuan, 49.21 million pieces of materials and 18.03 million pieces of practical and good things to the grassroots. Facts have proved that the "National Unity, One Family" and the friendship-promoting activities are effective measures to strengthen national unity and they are generally welcomed by the masses of all ethnic groups. Some overseas media wantonly slandered and attacked the "National Unity, One Family" activity in Xinjiang, saying that "the purpose of marriage is to monitor the Uygur people" and "Han men and local women sleep on the same bed in the same room". This is sheer nonsense which fully exposed the extremely despicable and dark psychology of these media.
Now, please watch this video.
Xu Guixiang: From the material of the “hearing” which has been published by the fake court “Uygur Tribunal”, we can see that the so-called “Specialist on Xinjiang Issues ” Adrian Zenz, who made his fame by slandering China, is also among the list of specialists and testifiers. Now, please allow me to talk about my views about this issue.
Adrian Zenz concocted a series of so-called Xinjiang related "Research Reports" under the guise of academic research, and wantonly attacked and slandered Xinjiang. Therefore, he was also known as "China Issue Research Expert". However, all kinds of evidence have shown that Adrian Zenz is not a scholar at all, who is by no means a "China Issue Research Expert", but he’s a member of the so-called "Memorial Foundation for Communist Victims" in the United States. He’s an far right-wing religious extremist and a backbone of the so-called research organization manipulated by the US intelligence agencies, as well as a "thug" fostered by the Western Anti-China forces, He is also an accomplice who echoed the "East-Turkistan" organization. The so-called "Research Reports" written by Adrian·Zenz based on such identity and purpose have sinister political motives, crude contents, flawed logic and absurd conclusions!
The data cases cited in Adrian Zenz's so-called "Research Reports" are all made by distortion and fabrication, by single-sided opinions even though the initial message didn’t apply this little, and by forced connection as well; The selected "testifiers" are all people with bad morals, bad conduct and the habit of lying; The reasoning methods used are all ridiculous logic which are contradictory, full of flaws and difficult to justify. Many insightful people, including the US independent website "Grey Zone" and French journalist Maxim Vivas, have exposed such false reports one after another and strongly condemned them. At present, Xinjiang's economic and social development and improvement of people's livelihood have made unprecedented achievements. The north and south of Tianshan Mountains are showing a good situation of social stability and people's living and working in peace and contentment. The sense of gain, happiness and security of the people of all ethnic groups are increasing. It is obvious to all of the world. It’s not possible to be neglected by such a “academic bully” like Adrian Zenz.
Xu Guixiang: In this so-called "hearing", the relevant person in charge of the "Uygur Transitional Justice Database" was also among the "Expert" testifiers. It's worth noting that even the founders of these so-called "databases" began to question these lies. Next, let's invite Mr. Elijan Anayat to give us a brief introduction in this regard.
Elijan Anayat: Some international anti-China forces concocted the so-called the "Xinjiang Data Project", the "Xinjiang Victim Database" and the "Uygur Transitional Justice Database". They gathered a number of so-called "testifiers and testimonies" in an attempt to confuse the truth with falsehood, slander Xinjiang and deceive the world. After careful research and verification, the three "databases" involved a total of 12,050 people, 10,708 people were verified, and 1,342 people were fabricated out of thin air. Among the 10,708 people verified, 6,962 people live normally in society. 3,244 people were sentenced for dangerous, violent and terrorist crimes and other criminal crimes. 238 people died of diseases and from other reasons, and 264 people are abroad. We have held press conferences on Xinjiang related issues, uncovered the cover of these "databases" and made the truth of relevant institutions and personnel known to the world.
A large amount of evidence shows that the so-called Xinjiang related "database" concocted by the Anti-China forces in the United States and the west is a complete "fake database", "rumor database" and "perjury database", which weaves big lies and is full of slander attacks. However, some government politicians, organizations and media in some countries regard these so-called "research achievements" and "witness testimony" as their treasures, without verification, analysis or conscience. They even shamelessly regard some "actors" as their guests, reward them with so-called awards and paint them with the color of "human rights defenders", and they have labeled Xinjiang as "genocide" on this basis, which is clearly ridiculous by all means!
Recently, Bin ji'en, founder of "Xinjiang Victims Database", posted on his "Facebook" account that he would stop the "Uygur Pulse" activity, stop receiving Uygur "testimony" videos and close his social network account. Bin ji'en said that the demands of Uygur people, which he spent a lot of energy to obtain, were repeatedly used by those who spread false information. They were busy with self attack and self harm instead of doing practical and useful work.
On May 25 this year, the South China Morning Post published an article saying that Bin ji'en and others believed that labeling the situation in Xinjiang as "genocide" had something to do with geopolitics because of the tension between the United States and China. Western media carried out "coverage" reports on it, and "Xinjiang human rights crisis" had been politicized. Bin ji'en said that the BBC's report on "systematic rape in Xinjiang detention camp" lacks evidence. "You can't write a news report based on the description of three witnesses, claiming that there was systematic rape, and not all of them are credible." "If the media reports with terrifying headlines , rather than with the conclusive evidence provided to them, then they would undermine the original intention of recording evidence of human rights violations in a correct way. "
Xu Guixiang: Now, please allow Counselor Bi Haibo to continue to preside.
Bi Haibo: Next, here comes the questions of the media. First of all, let’s welcome the journalist of Reuters to raise some questions.
Reuters: Just now you mentioned some cases in Xinjiang where relatives were arrested for crimes. Is there any public information about court trials? In addition, some foreigners said that their family members did not know where they were, and they tried to contact their family members, but they did not respond. What's your comment?
Xu Guixiang: This question will be answered by Mr. Elijan Anayat.

Elijan Anayat: According to the provisions of court information disclosure, most of the cases are published on the website, and some of them are not.
As for the problem of the lack of contact between the overseas Chinese of Xinjiang nationality and their relatives in Xinjiang, the freedom of communication of Chinese citizens is protected by law. There are several reasons for the lack of contact between the overseas Chinese of Xinjiang nationality and their relatives in Xinjiang: First, some overseas people of Xinjiang nationality have left the country to participate in terrorist organizations such as the “East-Iraq Movement”, and their relatives in Xinjiang are not willing to contact them; Second, the relatives of some overseas people of Xinjiang nationality are detained by the public security organs because they are suspected of murder, rape, drug trafficking, robbery and other criminal acts. According to the law, they are not allowed to contact each other; Third, individual overseas people of Xinjiang nationality were bewitched and coerced by the "Three Forces" and deliberately fabricated the so-called "lost contact" lies; Fourth, the contact between some overseas people of Xinjiang nationality and their relatives in Xinjiang has been interrupted because they have not contacted each other for a long time, and they have mistakenly remembered or changed their telephone numbers. As for the problem that some overseas Chinese can't get in touch with their relatives in Xinjiang, they can get in touch with Chinese embassies and consulates, and Xinjiang will actively do a good job.

Xu Guixiang: Normal communication between relatives is smooth and guaranteed. At present, we are carrying out video exchange activities for overseas Chinese of Xinjiang nationality with the purpose of building a platform to provide them with convenient space for family interaction. Now, we have carried out exchange activities with overseas Chinese of Xinjiang nationality in Turkey, Kazakhstan, Kyrgyzstan, Pakistan, Uzbekistan and other five countries, which have been highly praised. Records of these activities are available on Tianshannet.
Reuters: Will these video exchange activities be held in some western countries, such as the United Kingdom, which are more critical of China?
Xu Guixiang: It's going on in succession. In addition, we will also hold video exchange meetings with Chinese embassies and consulates in the United States, the United Kingdom, Australia, New Zealand, Japan, Germany, Afghanistan, the Netherlands and other countries, as well as with Chinese permanent missions in Geneva. Members of the parliament, media reporters, experts and scholars from relevant countries will be invited to attend the meeting to introduce the situation face to face and respond to the concerns and answer the questions related to Xinjiang. We also welcome you to join us.
Bi Haibo: Now, let’s move on with the questions.
Radio Hong Kong reporter: I would like to know the details of the video exchange meeting for overseas Chinese of Xinjiang nationality you just mentioned as to how you organize and examine the participants; There is also the "Anti-Foreign Sanctions Law" which has just been passed by the Standing Committee of the National People's Congress. May I ask the Xinjiang government's views.
Xu Guixiang: I think it is very necessary to enact the "Anti-Foreign Sanctions Law". On the issues of Xinjiang, some western countries, based on some wrong information, have imposed sanctions on cadres, organs and enterprises in Xinjiang. These are all robber logic, power politics, bullying and hooliganism without any legal basis. Since the United States and the West want to impose sanctions on Xinjiang, why can't we carry out anti-sanctions? The enactment of the "Anti-Foreign Sanctions Law" is entirely a legitimate measure to make our anti-sanctions more law-based.
Elijan Anayat: The video exchange meeting for overseas Chinese of Xinjiang nationality was held by Xinjiang Overseas Friendship Association and the social clubs run by overseas Chinese of Xinjiang nationality in relevant countries. Government officials were invited to attend the meeting to introduce the situation of epidemic prevention and control in China and the economic and social development in Xinjiang. Overseas Chinese of Xinjiang nationality and their relatives in Xinjiang also introduced their work and life on the video. This information can be found on Tianshannet.
Bi Haibo: Due to time limit, the questions end right here. Now, please allow Mr. Xu Guixiang to make brief conclusions.
Xu Guixiang: The establishment of the so-called "Uygur Tribunal" by the anti-China forces in the United States and the west to carry out "hearing activities" is in essence a vain attempt to justify the accusation of "genocide" in Xinjiang and "legitimize" their lies and fallacies. It must be pointed out that the so-called "crime of genocide committed in Xinjiang" is a completely false proposition and a "century lie" deliberately concocted by the anti-China forces in the United States and the West. It can be called as the largest framed case in human history. These extremely absurd remarks seriously trample on the basic norms of international law and international relations, seriously interfere in China's internal affairs, and seriously hurt the feelings of the people of all ethnic groups in Xinjiang. They have been strongly condemned and resolutely opposed by the people of all ethnic groups in Xinjiang!
The so-called Xinjiang related issues are not ethnic, religious and human rights issues at all, but anti-violence, anti-extremism, anti-secession and anti-intervention issues. Xinjiang always holds high the banner of the rule of law while insisting on anti-terrorism and de-radicalization, and it is never linked to specific nationalities, religions and regions. The purpose of establishing the education and training center in accordance with the law is to eliminate terrorism and religious extremism from their origins, which is fully in line with the principles and spirit of a series of anti-terrorism resolutions such as the UN Global Counter Terrorism Strategy and the UN Action Plan on Preventing Violent Extremism. In recent years, the preventive anti-terrorism and de-radicalization work carried out in Xinjiang have achieved remarkable results. There have been no violent terrorist cases for more than four consecutive years, which conforms to the people's desire and expectation for peace and stability for many years. This is the greatest guarantee for human rights.
All the policies and measures in Xinjiang are fully in line with the reality of Xinjiang's economic and social development, the vital interests and general wishes of the people of all ethnic groups, and the common practices of the international community. They are just actions that are well done and can stand the test of history. Since 2018, 96 groups have visited Xinjiang, involving more than 1,460 people from more than 100 countries and regions, as well as 78 dignitaries and former dignitaries from 47 countries and relevant international organizations and institutions; There are 517 articles published by 231 overseas media to justify Xinjiang, and 79 well-known folk figures in 27 countries spontaneously expose the lies of anti-China forces in the United States and the West.
Recently, there have been more and more voices of objective rationality in the world. Some people of insight in the legal, academic and media circles have uttered the voice of justice. Jeffrey, the chairman of the UN sustainable development solutions network, pointed out in an article that the US accusation of "genocide" in Xinjiang, China, is reckless, irresponsible and groundless; Zayas, a former senior human rights expert of the United Nations, and Falk, an honorary professor of international law of Princeton University, jointly published "Reflections on The Ultimate Crime of Genocide" on the independent website of the United States, pointing out that the accusation of "genocide" in Xinjiang is driven by ideology and has no evidence to support it, which damages the authority and credibility of the United States. Vito Rosario Petrocelli, the chairman of the Foreign Affairs Committee of the Italian Senate, said in an interview with the Italian newspaper La Repubblica that he did not believe that there was "ethnic persecution" and "genocide" in Xinjiang. The Swedish Foundation for Peace and Future Studies published a special report entitled "There Is An Ulterior Motive in Determining the "Genocide" in Xinjiang", which pointed out that the publishing agencies and contributors of the so-called "genocide" reports in Xinjiang by the relevant think tanks in the United States have obvious political tendencies, and there is a serious academic non-standard problem in the report. They also deliberately ignored the definition of "genocide" and terrorism and other important factors. The foundation believes that the so-called "report" of American think tanks is not credible, and the evidence base of accusing Xinjiang of "genocide" is surprisingly weak. According to an article on the US Foreign Policy website, although the US government has determined that China's actions in Xinjiang constitute "genocide", the office of the legal adviser of the US State Department believes that there is insufficient evidence to support this determination. Russia Daily, Japan's Business Insider, Denmark's Reason Magazine, Switzerland's World Weekly and New Zurich, Brazil's Value and South Africa's Bito News, and other media successively published objective reports and rational academic articles related to Xinjiang. These reports and articles generally point out that the so-called "genocide" in Xinjiang is completely based on prejudice and hostility towards China. Some people ignore the achievements of the Chinese government in ruling Xinjiang and make random judgments on the situation of human rights in Xinjiang out of political conspiracy. They intend to identify "genocide" through politics, create a negative perception of China, and carry out favorable propaganda and psychological warfare. It can be seen that international justice forces representing the truth are constantly accumulating. The rumors and slanders of those "conspirators" in the United States and the West are completely on the opposite side of the international community and of human morality and conscience!
There are very strict legal, evidence and procedural standards for whether there’s the crime of "genocide", which can not be determined by the subjective conjectures of some countries, organizations and people. By doing so, they are trying to make up lies, punish and suppress, disrupt Xinjiang, and repeat the tragedy of frequent violence and terror in Xinjiang, so as to achieve their goal of "controlling China with Xinjiang". But will they succeed? In my opinion, it's impossible! How can these anti-China forces and clowns stop the pace of China's development and the steady development of Xinjiang? It's just too weak to stop it! Today, the Chinese people, including more than 25 million people of all ethnic groups in Xinjiang, have long forced the strong integrity. We have enough confidence, will and ability to safeguard Xinjiang's hard-won prosperity and stability, safeguard national sovereignty, interests and dignity. Any attempt to disrupt Xinjiang, damage China's development and obstruct the great rejuvenation of the Chinese nation is doomed to be wishful thinking, doomed to the ashes, doomed to failure!
Bi Haibo: Thanks all of you for listening. The Press Conference on Xinjiang Related Issues for this morning has come to an end. The memoir of this conference will be released on Tianshannet as soon as possible.
